Board Meeting September 2003

The meeting was called to order by Supervisor Wortham at 7:00 P.M. with the Pledge of Allegiance. All members were in attendance.

Motion by Brandt to accept the minutes of the August 11th, 2003 Board meeting as read. Carried - unanimous

Motion by Steffen to approve the treasurer's report for the month of August as presented. Carried - unanimous

Motion by Brandt to pay all September bills presented for payment by the clerk. Carried - unanimous

David Landecker, from Landecker & Associates, presented two possible subdivisions in Ideal Township. A discussion regarding rezoning and road specifications followed. Supervisor Steffen had reservations regarding the rezoning due to the present updating of the Ideal Township Comprehensive Plan. The Board requested time to review the proposal and asked Mr. Landecker to appear at the October Board Meeting to discuss the Hidden Creek Hills proposal further.

Several residents from Ruttger Road voiced concerns regarding the speeding and pedestrian traffic along the road. A lengthy discussion regarding possible remedies followed. Supervisor Wortham suggested the following: the road right­ of-way be mowed more often to improve visibility, install Share the Road signs along with highlighted speed limit signs and using a speed monitor for a time next summer.

The Road and Bridge Report was as follows:

  1. Supervisor Wortham reported that an estimate from Anderson Bros. was being prepared to repair five Township roads that had damage at a cost of approximately $12,000.

Motion by Brandt to accept the resignation of Tim Tabbert and Jens Bach from the Maintenance Department received last month. Carried - unanimous

Motion by Steffen to proceed with the road repairs at a cost of approximately $12,000. Carried- unanimous

The Fire Department report was as follows :

  1. There were 4 fire calls the previous month.
  2. Chief Schultz requested 15 sets of cover-all gear at a cost of approximately $110 be purchased from the Fire Departments non-budget account.
  3. Schultz reported that Fire Fighter Ted Ebnet had returned from active duty and was back on the department.
  4. Chief Schultz requested the clerk contact Krause lock to have the mechanical locks installed in the Fire Hall and the locks on the Town Hall doors replaced.
  5. There were no safety incidents.

Motion by Steffen to purchase 15 sets of cover-all gear at a total cost of approximately $1650 from the non-budget equipment fund. Carried - unanimous

The Park and Recreation Report was as follows:

  1. Supervisor Steffen reported that the new doors on the Town Hall had been installed as well as the horseshoe pits in the park.

The Transfer Station Report was as follows:

  1. Supervisor Brandt reported that all the Hazardous Waste had been picked up from the Transfer Station by the county.
  2. The old shed at the Transfer Station was being removed by an individual very soon.

The Clerk presented a letter from the Sheriff's Department regarding the removal of the old fire number signs. Chief Schultz was confident that the removal of the signs at this time would not affect the department. The letter also requested a list of any minimum maintenance roads in the Township. Supervisor Wortham reported no minimum maintenance roads in the Township. The clerk was advised to contact the Sheriff's Department with the information. The Board suggested a notice be published in the Echo asking residents to remove their red fire number signs, not the blue address signs.

The Clerk presented a contract from Justin Mathias to conduct the Townships yearly audit until the year 2005. Motion by Steffen to accept the contract with Justin Mathias to perform the Townships audit through the year 2005 as presented. Carried - unanimous

The Board read a letter of concern from residents along Father Foley Road regarding possible road improvements in the future.

The Board acknowledged a letter from Crow Wing County regarding a temporary interim ordinance concerning conditional use permits for tracts of lesser size on agricultural land that the County Board of Commissioners adopted.

The clerk presented information to the Supervisors regarding driveway and mowing policies for review.

There being no further Township business to transact, the meeting adjourned at 9:30 P.M.
