Board Meeting May 1999

Minutes Status: 

The meeting was called to order at 7:00 P.M. by Chairman Taylor with the Pledge of Allegiance. All members were present.

Motion by Badger to approve the minutes of the April 12, 1999 meeting as read. Carried - unanimous

Motion by Caughlan to accept the April, 1999, treasurers report as presented. Carried - unanimous

Motion by Badger to pay all May, 1999, bills presented for payment by the clerk. Carried - unanimous

Sharon Hermel questioned the Board about a commitment she felt was made to tar Sunny Shores Rd. within 5 years. Robert Olson, previous supervisor, explained that while the road was not on the 5  year plan in 1997, he felt that that it could be tarred within 5  years if money became available. He said it was not a promise or commitment. Badger explained that Sunny Shores Rd. is on the plan now to be tarred in 2004. If bids come in lower than anticipated, the road could be tarred before that.

Lewis Gasink, representing the Star Lake Property Owners Assoc. wants Board support for a county wide moratorium on the construction of communication towers. It was suggested at a Crow Wing County meeting that up to 27 towers might be erected in the county, several of them in the Ideal Township area.

Motion by Caughlan to have Badger attend the May 11, 1999 CWC Board of Commissioners meeting to support a tower moratorium until a master plan has been approved. Carried - unanimous

Discussion of the purchase of a wheel loader ensued. The low bid for a Case loader did not include the requested 5  year, no cost warrantee. The difference between the low bid and the next lowest bid by John Deere was about $2200.00.

Motion by Badger to purchase the John Deere loader from North Country Equipment of Grand Rapids. Carried  - unanimous

The road and bridge report was as follows:

  1. County Rd 120 will be repaired by Crow Wing County.
  2. Crosslake plans to tar West Shore Dr. in the year 2000.
  3. There has been no safety incidents.

The fire department report was as follows:

  1. Sorne fire Foghter T bills from 1998 had just been recieved.
  2. There were 2 fire runs the previous month.
  3. There has been no safety incidents.

The clerk reported a tree cutting incident on Winnamakee Shores Rd where trees had been cut on the platted ROW. The platted ROW remains in public ownership even though the current road ROW exists outside the platted ROW.

The Board discussed the turn around at the end of Winnamakee Shores Road. Several options were mentioned, including making 150 feet of the private road to the north a Town Rd with a 33 foot ROW.  The current turn around would then continue to be used until, with the permission of the abutting land owner, a new turn around area could be developed. Resident Robert Bainbridge opposed this idea feeling the turn around area is inadequate.

Motion by Badger to make the private road leading northward from the end of Winnamakee Shores Rd a town road for 150 feet. The road would have a ROW of 33 feet. Carried - unanimous

The Board discussed the fire contract with the City of Pine River. The contract runs from July 1, 1999 to June 30, 2000 and needs a one year notification before cancellation. No action taken.

Bach reported that the locks on the bathrooms in the park area were not operating properly. He also suggested purchasing a bagger to catch the grass around the pavillion. No action taken.

Bach reported that they planned to paint all the doors on the township building.

There being no further township business to discuss, the meeting adjourned at 9:05 P.M.
